Dev staff with Supermod permissions now

So yeah, I've made this change so that Dev staff have access over their threads/posts and other users threads/posts on the entire forum. You should be able to open/close, edit/delete, move/sticky any threads if you are a Dev Staff. Enjoy!

And sure I trust you Enddayne, and the entire dev staff team. We aint really a big community that requires tons of admins and mods to take care of, so having dev staff regulating the forum occasionally should be just fine.
