What am I doing wrong?

EDIT: Okay, my brother helped me out, I just had to rearrange the order of some things.

Okay, so, I'm working on making a Theme from scratch, and it's gone pretty well except now, for some reason, I can not get the footer to work properly, nor can I get the links ("a" and "a:hover") to change color.
