Needing help with registration character length 1.3.5

Where can I find where registration makes the parameters such as character length for username and password? I looked in all the files I could think of, but can't for the life of me either find the right file or really know what I'm looking at.

I had a moderator try to create an account and her account kept creating but was broken, long story short, I discovered it was due to her being able to create an account with a username of 22 characters, and the limit to the username and password is set to 20. I lengthen the database username areas to 25, but even this still didn't fix her account until I changed her username to 13 characters. So I need to know where and how the system is checking character length for these areas, and see how I can go about making it not allow a user to actually still sign up if their username or password is too long. I'm using 1.3.5.​
